MISSION
GENERAL RESPONSIBILITIES: The Offshore Manager is primary point of representation and management onboard a Wind Turbine Installation Vessel (WTIV) response overseeing the safe and efficient execution of barge mooring, component lifting and sea fastening activities on an extended offshore wind turbine installation project in New England. Position will be rotational onboard a Jack-Up WTIV, and crew change will be via helicopter. This role requires strong leadership and technical expertise in offshore vessel operations and heavy lift operations, ensuring that project objectives are executed safely, efficiently, and to the client's safety/quality standards. The OM will manage all aspects of the transfer lift work, including planning, coordination, supervision, and communication between the offshore transfer lift team, Client/Stakeholder, sub-contractors, and onshore support teams.
KEY RESPONSIBILITES:
1. Mooring Team Management:
* Oversee the mooring team in the execution of the Flotilla Barge Landings.
* Report any deficiencies with the mooring systems and associated equipment.
* Ensure that proper M&R is carried out to the maintenance plan.
2. Transfer Lift Management:
* Lead and manage all lift activities associated with CWS offshore heavy lift operations, including the transfer lift movements of components
* Oversee the preparation and execution of lifting plans, ensuring compliance with engineering specifications, safety standards, and project requirements.
* Ensure all activities are completed on time, within budget, and to the specified quality, adhering to industry standards and project-specific protocols.
3. Team Leadership & Coordination:
* Supervise and manage the offshore construction team (Transfer Lifting Team, and Mooring Team).
* Act as the primary point of contact between offshore teams and the onshore project management team, ensuring clear communication and alignment on project goals, management of change and daily progress.
* Foster a strong safety culture among the offshore construction team, always ensuring adherence to safety protocols and procedures.
4. Lifting Operations:
* Oversee the planning and execution of heavy lift operations associated with all transfer lifts, crane support and down rigging at completion of lifts.
* Work closely with client's subcontractor/crane operators to ensure safe lifting procedures, proper equipment handling, and management of dynamic offshore conditions such as weather and sea state.
* Ensure all lifting operations are conducted in compliance with client's transfer lifts plans.
5. Risk Management & Safety Compliance:
* Identify potential risks related to transfer lift operations and offshore vessel lift activities, implementing mitigation strategies and contingency plans as needed.
* Ensure compliance with Health, Safety, and Environmental (HSE) regulations, conducting regular safety audits, toolbox talks, and enforcing safety protocols.
* Oversee the implementation of procedures for off-scope tasks, lifting plans, and other relevant documentation to ensure that all activities are properly authorized and monitored.
6. Planning & Resource Management:
* Collaborate with client and stakeholders to develop and adjust offshore transfer lift operations, ensuring alignment with overall project timelines.
* Manage offshore construction resources, including personnel, equipment, and materials, optimizing their deployment to meet project milestones efficiently.
* Coordinate with the logistics team to ensure timely delivery and mobilization of equipment, materials, and personnel to the offshore site.
7. Quality Assurance & Control:
* Ensure that all offshore transfer lift activities meet the specified quality standards and are executed according to approved engineering drawings and specifications.
* Work with the Lifting Supervisors to conduct inspections, audits, and reviews of lifting equipment, identifying any defects and initiating corrective actions where necessary.
8. Stakeholder Communication:
* Maintain effective communication with onshore project teams, clients, subcontractors, and vessel operator, providing regular updates on progress, challenges, and operational performance.
* Participate in daily client coordination meetings, risk assessment, and ensure that all relevant stakeholders are informed of the project's status.
9. Documentation & Reporting:
* Maintain detailed records of all offshore construction activities, including lift operations, incidents, equipment issues, and personnel.
* Provide timely and accurate reports to the project management team, including daily progress reports, incident reports, and post-operation reviews.
PROFIL RECHERCHÉ
EDUCATION: Bachelor's degree in engineering, Marine Construction, Offshore Marine Operations or a related field. Equivalent industry experience is acceptable., * Minimum of 7-10 years of experience in offshore construction management, with a strong focus on heavy lift operations.
* Experience working with offshore lifting equipment, cranes, and installation of large offshore structures (e.g., wind turbines, platforms, jackets).
* Proven track record in managing offshore projects with a focus on safety, quality, and operational efficiency.
TECHNICAL PROFICIENCY: Proficient in Microsoft Office products, including Excel, Outlook and Word.

WORKING CONDITIONS: Must be prepared to work in challenging offshore conditions, with extended periods aboard offshore installation vessel.
